It is basically the culmination of putting together all of the tasks in the work breakdown structures (wbs).
The schedule contains information concerning the start and end dates, duration and resource for each task.
The initial local schedules, derived from their work breakdown structure will probably be drawn up by hand if no one has the necessary computer software skills.
These would then be incorporated into the overall plan by either the Project Manager or by a dedicated Project Support group, perhaps for larger projects.
Some means of identifying individual project schedules together with a system for their revision, circulation and recall should exist as part of the control system within quality control.
Just remember that the schedule is just one part of the overall plan.
The plan consists of many facets whereas, the schedule is that part of the plan that deals with the timelines of events.
A copy of the baseline schedule (the original schedule used to start the project) and the latest revision should be included in the Project Notebook.
